How we decide "whose job".
The three-sphere framework in this site follows the Constitution of the Republic of South Africa directly. Every quiz answer is anchored in one of the following sources.
Constitutional basis
- Constitution — Schedule 4 (concurrent National & Provincial competences)
- Constitution — Schedule 5 (exclusive Provincial competences)
- Constitution — Schedule 4B & 5B (Municipal competences)
- Local Government: Municipal Structures Act, 1998
- Local Government: Municipal Systems Act, 2000
- Water Services Act, 1997 (Rand Water & bulk supply)
- Electricity Regulation Act, 2006 (Eskom / distributor relationship)
"It depends" answers
Some competences are shared or delivered by one sphere on behalf of another (libraries, ambulances, clinics). We mark these Depends and explain the delivery reality in the answer. We never hide complexity to make a punchier question.
Per-answer citations
Every quiz explanation carries a Source chip linking to the responsible entity's official page, the relevant Act, or the Constitution. We do not use uncited claims anywhere in the product.
Editorial review
A named review panel (published on launch) checks quiz wording for factual accuracy and partisan valence. Wording changes are logged in the public change log.
Verification cadence
- Fix-It Guide contact numbers: verified quarterly.
- Coalition timeline: appended when a documented event occurs; re-verified before each launch of a new feature.
- Councillor dataset: replaced wholesale after the 4 November 2026 election.
Every correction and every source we cite is listed in the Sources page.
